She is survived by three children, Norma Rickman and husband Jack of Oakland, John Regnier and wife Sally of Glenwood, MD, and Deborah Hutton and husband James of Alexandria, VA; grandchildren, Christopher Regnier and wife Beth, Melody Jones and husband Eric, Nathan Rickman and wife Heather, and Andrew Rickman and wife Leslie; and six great grandchildren with one on the way. In addition to her parents, she was preceded in death by her husband Norman C. Regnier, 2007.

Vickie was a wonderful person to play golf with. She was always cheerful, knew the rules and really alot of fun. Those were really fun in the sun days with Vickie and the all the women golfers. She is fondly remembered.

I met Victoria a couple of times in Deep Creek Lake as I'm a long time friend of her daughter's, Deborah. My fondest memories are of her sitting in her yellow porch rocking chair watching the birds, and getting a milk shake at the antique store/ lunch counter in Oakland after getting her hair done. Everyone loved her and it's easy to know why, she was fun, kind and a joy to be around. May you rest in peace with Norman Victoria, we will miss you.
