He is survived by his wife, Cheryl A. Moats of Oakland; a son, Delmer Moats and wife Kristen of Oakland; three daughters, Cynthia Hale and boyfriend Doug of Colorado Springs, CO, Helena Moats and boyfriend Jason of Swanton and Martha Green and husband William of Oakland; six grandchildren, Jason, Seth, Savannah, Leann, Elizabeth and Avigail; two sisters, Delia Dice of PA and Nancy Marple of Piedmont, WV; and a number of nieces and nephews.
